How a Dallas Mother Inspired a Mother in Brazil


Katiele Fischer, a mother in Brazil, has a daughter, Anny, who suffers from CDKL5 (cyclin-dependent kinase-like 5). CDKl5 is a rare genetic disorder that results in early onset, uncontrollable seizures and serious impairment to brain development. Watching her child suffer, she was willing to do anything to save her young Anny — even breaking the law.

Anny stumbled upon Hope 4 Harper, a blog created by Penny Howard. Penny is a mother in Dallas, Texas whose daughter, Harper, also suffered from CDKL5. Penny started the blog to document and spread Harper’s story.

Harper, at 19 months old, experienced uncontrollable seizures — up to 40 a day. Hard, toxic pharmaceutical drugs did not help and seemed to do more harm than good. After watching Dr. Sanjay Gupta’s CNN special Weed and doing extensive research on alternative medicine, Penny decided to give cannabidiol (CBD) oil a try. She found RSHO CBD Oil. In 2014, Katiele fought back and sued Brazil’s FDA, ANVISA. ANVISA quickly realized that CBD oil should not be banned in Brazil. Within three days, action was taken to provide access to CBD oil in Brazil.

Today, from Penny and Katiele’s efforts, the Brazilian government allows for the importation of CBD oil. The Brazilian government has even provided subsidized payments for CBD oil. Allowing the families and people of Brazil to import hemp-derived CBD oil to treat medical conditions, like epilepsy, Parkinson’s Disease and chronic pain.
